For over 20 years Barbara Luecke has been working in professional arts management, producing and managing a wide range of projects.

Sound Transit art program manager: 2006-Present
Oversees the design and implementation of the $14mil art program that integrates the work and thinking of artists into transit facilities across three counties and three lines-of-business in the Central Puget Sound Region. Includes commissioning new artwork, and establishing long-term artwork stewardship and maintenance procedures. Requires contract management, selection process facilitation, high-level communication skills, team collaboration and multi-disciplinary problem solving.

4Culture senior project coordinator: 1991-2006
Gained extensive experience in understanding and meeting the goals of different agencies and communities. Simultaneously managed a myriad of complex projects involving a wide-spectrum of stakeholders and disciplines. Delivered site-specific, integrated artwork on time and on budget with consistent professionalism.

Fremont Arts Council project coordinator: 1989-present
Co-founded the Fremont Solstice Parade, based on the structure of the Santa Barbara Summer Solstice Celebration -- where she was previously the Executive Director--and the guidelines of ‘no printed words’ and ‘no motor vehicles. Established procedures, policies and timelines that has allowed the event to thrive for 20 years. ’ Coordinated the commissioning and funding of the ‘The Fremont Troll.

Select Pprojects

  • MLK Cultural Conversations - Seattle, WA
    Oversaw final design, fabrication and implementation of over 20 projects commissioned for the multi-ethic Rainier Valley as part of the construction of light rail in Seattle.

  • STart on Broadway - Seattle, WA
    Established a pioneering project to activate empty residential housing and storefronts purchased for the construction of a light rail station in a dense urban area. Covered plywood boarding up windows with photo banners, and invited artists to create temporary installations in vacant stores in a successful effort to reduce vandalism and to create a more welcoming atmosphere prior to demolition.

  • King County Metro Transit 6-Year Plan  - King County, WA
    scoped projects and produced integrated artwork for ten transit centers, each with unique program goals, and that included pilot transit oriented developments. Projects include: Issaquah Highlands Park and Ride; Eastgate Park and Ride; Atlantic Central Base renovation; and Redondo Heights Park and Ride;

  • Seattle Monorail Project  - Seattle, WA
    strategic art planner for the early phases of the 14-mile initial monorail line expansion. Work included policy and art plan development, as well as artist selection and project oversight.

  • Meeting of Cultures, honoring the First People of King County -  King County, WA 
    project involved getting recognized and unrecognized tribes to sit down together to develop an art plan. Siting multiple artworks required lengthy property-easement negotiations with Boeing, and a number of municipalities.

  • Moss Lake Nature Area - Duvall, WA
    worked with multiple agencies to produce an artist-created water viewing area. The environmental earthwork commemorates the work of the Committee that purchased 10,000 acres of open space in rapidly developing King County.

  • North SeaTac Park -  SeaTac, WA
    managed the commissioning of artwork for a 200-acre park where 1000 families had been moved off the land during an airport expansion. The work aided the neighbors left behind with reincorporating the property back into the community.
    East Lake Sammamish Trail  +  Redmond, Sammamish, & Issaquah, WA
    continues to oversee art master planning work on the 11-mile East Lake Sammamish Trail, considered one of the most contentious property rights projects King County has undertaken.

  • Fremont Troll -  Seattle, WA
    coordinated project and raised funds for the sculpture under the Aurora Bridge that is regularly voted Seattle’s favorite public artwork. The project won a Ford Foundation Award for the City of Seattle.

  • Professional and Community Experience

    Going Public, KUOW public radio show by Marcie Sillman, interviewed for the five part series discussing public art in Seattle and the creation of The Fremont Troll.

    Artland USA, hosted a Fremont tour for a segment of he HDTV art road show while the team visited the neighborhood for a 2008 episode.

    Kevin Smith’s Roadside Attractions in Fremont, interviewed at The Fremont Troll for the segment featured on the Tonight Show with Jay Leno.

    Weather Channel in Fremont, hosted the Weather Channel on location in Fremont for a nationally broadcast segment featuring the neighborhood public art.

    InterUrban Interaction, interviewed for Univision television, broadcast throughout Latin America, discussing the phenomenon of the public interacting with artwork in Fremont.

    Art + Community, workshop speaker at Americans for the Arts 2003 public art pre-conference in Portland, OR.

    Art in Transit, workshop speaker at 2004 Railvolution conference in Atlanta, GA.
    Public Art Projects: How to Use the Neighborhood Matching Fund to Build Community, work producing the Fremont Troll featured in the book published by the City of Seattle.

    Using Art to Build Community, work in Fremont featured in Minjay Kang’s book that has become the ‘bible’ for community development in Taiwan, and the catalyst for numerous artist exchanges.

    Fremont Arts Council, ex officio member of the board after serving for 17 years.
